On or about 30 February 2005 I became enraged. I am ashamed to admit it, but this book had been born of fear, not anger. Sexual violence was familiar to me. Like all women, I had been warned of sexual danger since childhood and I had seen marks of violence imprinted on the bodies and spirits of friends. On that day in February, however, l read a Home Office report that revealed that only 5 percent of rapes reported to the police in the UK ever end in a conviction. My lifelong awareness of the harms caused by sexual violence suddenly crystallised into a political and intellectual project. Of course, I had known that things were bad. In the 1970s just one in three reported rapes resulted in a conviction. But I never imagined that, today, it would have dropped to one in twenty.
Who are these violent people? What can we do about them? Those are the questions I address in this book.
It is a question that has tormented every generation of feminists. Susan Brownmiller’s powerful polemic, Against Our Will (1975), has been particularly influential in transforming our understanding of sexual violence. But I was a young child when her book was being written. The world that 1960s and 1970s feminists lived in was radically different from that facing my generation. Ironically, it was precisely the political and cultural achievements of second-wave feminists that created the environment that has led many women today to question the positions of some of our predecessors. More to the point, however, men are still getting away with rape, despite three decades of rigorous feminist lobbying and extensive law reform.----from the insede of this book
